（路透柏林╱慕尼黑7日電）湧入歐洲的難民總數料將多達16萬人，歐洲聯盟執行委員會（European Commission）主席容科今天即將公布新提案，強制規定成員國接收難民的配額。

歐盟1名消息人士告訴路透社，難民從海路與陸路抵達歐盟國家，主要入境點義大利、希臘與匈牙利將有16萬難民需要重新安置。根據榮科（Jean-ClaudeJuncker）方案，其中4萬人將分配到德國，法國接納3萬人。

榮科希望重新在歐盟內安置的16萬人，在今年橫越地中海，或經巴爾幹半島由陸路抵達歐洲的難民，以及亞洲、非洲和中東地區的經濟移民中，只占一小部分。

德國宣布，無論敘利亞人是從何處進入歐盟，都會讓他們在德國尋求庇護，此舉等同暫停標準規定，並加速移民從歐盟邊緣向北與向西的移動。

法國表示，採納歐盟執委會計畫之前，若情況急迫，目前在德國的移民，法國可接納最多1000人。

英國首相卡麥隆（David Cameron）宣布，越來越多民眾要求政府提供更多協助，為了回應民意，未來5年間，英國將重新安置2萬難民。

部分權利團體批評美國作為不足，白宮發言人表示，歐巴馬政府將「主動考慮多項措施，對積極地回應全球難民危機，包括難民重新安置問題」。

右翼民粹主義的匈牙利總理奧班（Viktor Orban）對難民危機立場強硬，各界褒貶不一，他今天重申反對強制配額，說這項辯論並不成熟。榮科的提案，將排除難民主要入境國匈牙利、希臘與義大利。

德國南部巴伐利亞邦（Bavaria）是難民從匈牙利經奧地利抵達德國的主要入境點，巴伐利亞邦官員表示，今天有大約4400人抵達慕尼黑，另有1500人搭火車前往德國其他城市。中央社（翻譯）
